DÉCRET

Caritas Internationalis assiste le Saint-Père et les évêques dans l'exercice de leur ministère auprès des plus pauvres et des plus nécessiteux, en participant à la gestion des urgences humanitaires et en collaborant à la diffusion de la charité et de la justice dans le monde à la lumière de l'Évangile et de la enseignements de l'Église catholique. Afin d'améliorer l'accomplissement de cette mission, il apparaît nécessaire de réviser les statuts et le règlement, en rendant le cadre réglementaire actuel plus approprié aux fonctions statutaires de l'organisation, ainsi qu'en le préparant aux élections qui se tiendront au cours de la prochaine Assemblée générale. Avec le vif désir d'encourager le projet de renouvellement de l'Organisation

je nomme

Monsieur Pier Francesco Pinelli en qualité d'administrateur temporaire de Caritas Internationalis, de sorte qu'à partir du 22 novembre 2022, il la gère temporairement ad nutum du Siège apostolique, avec tous les pouvoirs pour gouverner, conformément au droit commun et aux Statuts et Règlements de l'Organisation, et avec pleins pouvoirs pour y déroger, s'il le juge opportun ou nécessaire.

Avec l'entrée en vigueur du présent décret, les membres du Conseil représentatif et du Conseil exécutif, le président et les vice-présidents, le secrétaire général, le trésorier et l'assistant ecclésiastique cessent d'exercer leurs fonctions respectives.

L'administrateur temporaire sera soutenu dans ses fonctions par Mme Maria Amparo Alonso Escobar et le Révérend Père Manuel Morujão, S.J., pour l'accompagnement personnel et spirituel du personnel. Il mettra à jour les Statuts et Règlements de Caritas Internationalis, pour leur plus grande fonctionnalité et efficacité, et guidera l'Organisation dans la préparation de la prochaine Assemblée générale. Dans cette dernière tâche, l'Administrateur Temporaire sera assisté par le Cardinal Luis Antonio G. Tagle, qui s'occupera particulièrement des Églises locales et des Organisations membres de Caritas Internationalis.

L'Administrateur Temporaire exercera son mandat en accord avec le Dicastère pour la Promotion du Développement Humain Intégral.

DECREE

Caritas Internationalis assists the Holy Father and the Bishops in the exercise of their ministry to the poorest and most needy, participating in the management of humanitarian emergencies, and collaborating in the spread of charity and justice in the world in the light of the Gospel and the teachings of the Catholic Church. In order to improve the performance of this mission, it seems necessary to revise the statutes and the regulations, making the current regulatory framework more appropriate to the statutory functions of the organization, as well as preparing it for the elections to be held during the next General Assembly. With the keen desire to encourage the proposed renewal of the Organization

I appoint

Mr Pier Francesco Pinelli as Temporary Administrator of Caritas Internationalis, so that, as of 22 November 2022, he temporarily managed it ad nutum of the Apostolic See, with all the powers to govern, in accordance with common law and the Statutes and the Regulations of the Organization, and with full authority to derogate from the latter, if he deems it opportune or necessary.

With the entry into force of this Decree, the Members of the Representative Council and the Executive Board, the President and Vice Presidents, the Secretary-General, the Treasurer and the Ecclesiastical Assistant cease to hold their respective offices.

The Temporary Administrator will be supported in his duties by Ms Maria Amparo Alonso Escobar and Rev. Fr. Manuel Morujão, S.J., for the personal and spiritual accompaniment of the staff. He will update the Statutes and Regulations of Caritas Internationalis, for their greater functionality and effectiveness, and will guide the Organization in the preparation of the next General Assembly. In this last task, the Temporary Administrator will be assisted by Cardinal Luis Antonio G. Tagle, who will deal particularly with with the local Churches and Member Organizations of Caritas Internationalis.

The Temporary Administrator will carry out his mandate in agreement with the Dicastery for Promoting Integral Human Development.
