''Dear Chaplains and faithful of the Military Ordinariate of Canada,
As you know, the competent Military authorities have informed me that after careful deliberation they have decided that for the immediate future the military chapels will no longer offer religious services. They do so in order to maintain the optimum military operational readiness of chaplains and counteract the spread of the Coronavirus into vulnerable populations.
Though this was not our decision to make, as the military chapels are property of the government, it falls to us to comply and cooperate with this decision, while at the same time caring for our faithful to the best of our abilities. In this we are not unlike many civilian dioceses that have been required to curtail services as a result of government desicions.
Chaplains must be ready to serve the mission of the military should further operations be required in response to this pandemic. For this reason they must take all reasonable precautions to safeguard their ability to serve.
As stated above, the chapels will remain open for prayer, pastoral counselling, the Sacrament of the Sick, and confession. Some chapels will also offer Adoration of the Blessed Sacrament. Obviously, all reasonable and appropriate precautions must be taken.
We are aware that our capabilities have already been effected as some chaplains have been ordered to self-quarantine as a result of recent travel.
See below for further clarification of present chapel guidelines. Please be aware that these are subject to change.
Priests/Deacons will be able to provide:
Prayers and Communion to the Sick & Dying
Priest will be able to provide:
Confession: This will remain available. As circumstances dictate, proper precautions should be used, The recommended health precaution is adequate social distancing (2 mtrs apart).
Sacrament of Annointing of the Sick: please wear adequate PPE where appropriate.
Exposition of the Blessed Sacrament is allowed (with the following precautions: hand wash stations available / seating to be dispersed / no group gatherings). This is a requirement to allieviate the spread of the virus.
Confirmations scheduled from now until April 15: Chaplains are contact the Chancery office for delegation and details.
Civilian parishes may still be open in your local diocese. However, for military members you MUST follow ALL restrictions recently imposed by your CoC regarding the size of gathering that you may attend. There is no exception to these restrictions.
All social and/or mtg activities within our military chapels are cancelled as per CHAPGEN note.
In conclusion, let me assure you of my own fervent prayers for all the ministers and faithful of the Military Ordinariate and for the quick and complete alleviation of this viral outbreak. I ask all of you to turn to the Merciful Lord Jesus in prayer and trust, especially for any who are sick and for all who have passed away. Regardless of whether we are comfortable with the decisions of the military authorities we need to remain united and focused on occupational readiness and care of the faithful. May you all be embraced under Our Lady's mantle of maternal love, protection, and intercession!
St. Martin of Tours, pray for us.''
With Mary at the Cross,
+Bishop Scott McCaig, CC
Military Ordinary of Canada
